Paul has a diverse academic and professional background. While at UNLV, he earned a bachelor's degree in biological sciences and a minor in chemistry. He began his professional career with the Clark County Health District (CCHD) in 1990, where he was instrumental in the implementation of the CCHD hazardous waste management program. In 1991, Mr. Adras left the CCHD for the Nevada Division of Environmental Protection (NDEP), becoming the first environmental scientist hired by NDEP to regulate the management of hazardous waste in southern Nevada. Over the years, he managed a professional staff of the Division's highly technical hazardous waste compliance and enforcement program in southern Nevada, and became the interim office manager of the Division's Las Vegas Office in 2002, overseeing the bureaus of air quality management, waste management, water resources, corrective actions, and federal facilities. During that time, Mr. Adras investigated a number of alleged environmental crimes and testified in court as an expert witness in the regulation of hazardous waste.
